When you move the components around you kinda force some juice into the balance wheel and it works for a moment, but then dies when it runs out of stored power. Your best bet is to replace the movement.
How to fix it depends on the specifics of the problem. If the hand is off the marker a slight amount, but is off that exact same amount all around the dial, then it's a simple matter of lining up the hand properly. So the hand would be removed and reset properly lined up. Take the movement out. Touch the second hand (gently) with a piece of pegwood. If it moves easily you’ll know. It should be “tight” on the post and not move with a gentle touch.
